My experience is that the mailbox is either not set up or is full so an employer would likely not be able to reach the person. I share a cell phone (not subsidized) with my husband as I can not rational the expense to have one myself. These people have nationwide calling and texting on the plans and this being an older article, the number of minutes has also been increased in some states. It seems excessive.
